Municipal Funding Apportionment

Recommendation

It is recommended that Report No. 041-12 be forwarded for information to the Councils of the City of London and County of Middlesex.

Background 

Historically the municipal funding for cost shared programs has been allocated on a proportionate population basis between the City of London and County of Middlesex. The apportionment for many years has remained at 84% City of London, and 16% County of Middlesex.  Population data for the City and County are reviewed from time to time to determine if changes to this apportionment arrangement 
are warranted.  The last review was completed in January 2008.  A review was completed in February of this year, the outcome of which is provided below.

2011 Population Analysis

Table 1 in Appendix A shows the comparison of the City of London and County of Middlesex population statistics from the 2011 census to the previous census data of 2006.  As can be seen, although there is some variation within individual Middlesex County municipalities, in aggregate, the population percentage breakdown by the City and County remains relatively unchanged since the last census of 2006.

Consequently, it is recommended that the current apportionment of 84% City of London and 16% County of Middlesex for municipal funding remain unchanged and that both Councils be so advised.
