Background:
There is a recognized link between poverty and food insecurity. With the cost of the Nutritious Food Basket rising considerably, the Simcoe Muskoka District Health Unit has endorsed the position of urging the provincial and federal governments to prioritize and investigate a basic income guarantee as expressed by the Ontario Society of Nutrition Professionals in Public Health.

The MLHU endorsed the recommendations from the OSNPPH at the September 2015 Board of Health Meeting.

Background:
The Windsor-Essex County Board of Health expressed support for MLHU and Toronto Public Health letters re: the proposed Domestic and Sexual Violence Workplace Leave, Accommodation and Training Act (Bill 177).

The MLHU endorsed Bill 177 at the April Board of Health meeting.

Topic: Proposed Introduction of Cannabis Legislation in Canada

Background:
The federal government plans to introduce legislation that would legalize cannabis in Spring 2017. Wellington-Dufferin-Guelph Public Health (WDGPH) passed a motion recommending that the federal government: 1) adopt a public health approach to cannabis legalization, 2) allow time to develop and build capacity around a policy that includes strict regulation, 3) establish baseline data and use and related health and societal outcomes, and 4) develop evidence-based prevention and harm reduction messaging.

The MLHU endorsed recommendations from staff to proceed with similar recommendations made by WDGPH at the January 2016 Board of Health meeting.

Topic: Highlights from the June 2016 Accountability Committee Meeting

Background:
The Organizational Governance Committee has been renamed to the Accountability Committee with the goal of articulating an accountability framework for the public health sector and to recommend tools and processes to the Executive Steering Committee.

Topic: Ban on Outdoor Wood Burning

Background:
Open air burning regulations in London and Middlesex County restrict outdoor wood to specific conditions. This letter requests Health Unit support for an all-out ban in urban areas. Multiple items of email correspondence expressing concern over outdoor wood burning have been received from Mr. Luce on this topic, all of which are available on request.

Exposure to wood smoke can pose a health risk at high levels, but the health impact and burden of disease from outdoor fire pits across the population of Middlesex and London is low, and those who are at risk generally have recourse to protection from bylaws.

Topic: Patients First Discussion Paper

Background:
The County of Lambton Board of Health supports the recommendations outlined by the Association of Local Public Health Agencies (alPHa). The five recommendations included:

1. Funding and Accountability – Provincial Public Health Funding and Accountability Agreements must continue to be negotiated directed between local boards of health and the MOHLTC.
2. Independent Voice of Board of Health – Board of health must be maintained as defined in the Health Protection and Promotion Act, directly accountable to the Minister of Health.
3. Integration of Local Population and Public health Planning with Other Health Services – The Ontario Public Health Standards and Organizational Standards, as required, should be modified to require boards of health to align their work and ensure that population and public health priorities inform LHIN health planning, funding and delivery.
4. Process for Determining Roles – The roles of boards of health, LHINS, and others must be determined through a transparent, inclusive and deliberate process informed by evidence.
5. Geographic Boundaries – LHIN boundaries should be re-configured to align with municipal, local public health, education and social service boundaries.

The MLHU endorsed alPHa’s response at the April Board of Health meeting.

Background:
The London Abused Women’s Centre has been working with Peace River MP Arnold Viersen on a motion before the House of Commons. The motion is as follows:

“That the Standing Committee on Health be instructed to examine the public health effects of the ease of access and viewing of online violent and degrading sexually explicit on children, women and men, recognizing and respecting the provincial and territorial jurisdictions in this regard, and that the said Committee report its findings to the House no later than July 2017.”

Recommendation:
Endorse.
