Board of Health Chair, Mr. Ian Peer, called the meeting to order at 7:00 p.m.

Mr. Peer introduced and welcomed the new City of London Citizen Appointee to the Board of Health, Professor Trevor Hunter.

Mr. Peer also congratulated Ms. Diane Bewick on her upcoming retirement and recognized this meeting as her final Board of Health meeting. There is a retirement celebration for Ms. Bewick April 7, 2015 at 3:00 pm in the Middlesex Room with a short presentation at 3:30 p.m..

Approval of Agenda

It was moved by Ms. Vanderheyden, seconded by Mr. Helmer that the AGENDA for the March 19, 2015 Board of Health meeting be approved with the following amendments:

Delegations & Recommendation Reports

MOH/CEO Performance Appraisal Sub-Committee Verbal Report

Mr. Stephen Turner, member of the MOH/CEO Performance Appraisal Sub-Committee, reported on the status of the MOH/CEO performance appraisal. Mr. Turner reported that the sub-committee will have a report ready for the April 16th Board of Health meeting.

Population Health Collaborative - The Code Red-Like Initiative: A London & Middlesex Collaboration

Ms. Heather Lokko, Associate Director, Oral Health, Communicable Disease and Sexual Health Services, and Dr. Mackie assisted Board members with their understanding of this presentation using a PowerPoint Presentation. Dr. Mackie summarized that income is a very important social determinant of health. Ms. Lokko outlined the steering committee members and initiative partners.

In response to a question about including Middlesex County in this initiative, Ms. Lokko explained that many of the organizations involved in the project serve beyond the City of London boundaries (e.g., London Health Sciences Centre); therefore, Middlesex County will definitely be included. At this stage, the project is being pursued with in-kind contributions from partners using existing budgets.

Concern was expressed that income and life expectancy data could identify specific geographical regions and will negatively highlight the differences between communities and neighbourhoods. Ms. Lokko explained that the initiative partners will definitely be sensitive about which information is shared broadly, and the final information will be solution-focused. The information will be interpreted and displayed in many different ways; maps will be just one method. The goal to avoid stigmatization to neighbourhoods is shared among all of the partners, and the purpose of the initiative is to improve life in the Middlesex-London community.

It was moved by Mr. Meyer, seconded by Mr. Helmer that the presentation re The Code Red-Like Initiative: A London & Middlesex Collaboration be received for information. Carried

Screening, Assessment and Intervention – Revised 2015-2016 FTE Allocation (Report No. 020-15)

Ms. Debbie Shugar, Manager, Screening Assessment and Intervention, assisted Board members with their understanding of this report. Ms. Shugar summarized that the Screening Assessment and Intervention consists of three programs which are all 100% funded by the Provincial Government.

It was moved by Ms. Fulton, seconded by Mr. Turner that the Board of Health approve the revised 2015-2016 FTE allocation for the Screening, Assessment, and Intervention Team as appended to Report No. 020-15 re Screening, Assessment and Intervention – Revised 2015-2016 FTE Allocation. Carried

Panorama and Vaccine Preventable Diseases Standard Compliance (Report No. 021-15)

Ms. Marlene Price, Manager, Vaccine Preventable Diseases, assisted Board of Health members with their understanding of this report.

Ms. Price confirmed that input to Panorama is done by the Health Unit and not by Family Physicians. Therefore, parents/guardians must inform the Health Unit of any immunization(s) that their children have been given by health care providers, other than at the Health Unit or Health Unit nurses. The Ministry of Health and Long-Term Care is considering giving parents/guardians the ability to enter the information directly. Some Health Units (including MLHU) include adults in their database.

It was moved by Ms. Vanderheyden, seconded by Mr. Turner that the Board of Health indicate to the Ministry of Health and Long-Term Care that the Health Unit will not be compliant with the Vaccine Preventable Diseases Standard for the 2014/15 school year and is expected to be compliant for the 2105/16 school year. Carried

Information Reports

Trichloroethylene Issue – Highbury Avenue and Brydges Street Area (Report No. 026-15)

Mr. Wally Adams, Director, Environmental Health and Chronic Disease Prevention Services, assisted Board members with their understanding of this report using a diagram on PowerPoint. Mr. Adams explained that Trichloroethylene (TCE) is a degreaser that can travel with the ground water. From soil vapour tests, it was concluded that the associated health risk was very low. Letters were delivered to each household in the area, and a hotline was set up to answer questions.

In response to a question about whether or not TCE degrades over time, Mr. Iqbal Kalsi, Manager, Environmental Health, confirmed that TCE degrades quickly when exposed to outdoor air, but can persist in soil and water. TCE does create problems when contained in a closed area.

In response to a question about the source of the contamination, Mr. Kalsi reported that it is a historical source from industry in the area.

Background:

The Middlesex-London Health Unit, Regional HIV/AIDS Connection, London Area Network of Substance Users and the London InterCommunity Health Centre launched The Naloxone Program in June of 2014. This collaborative effort is supported by the Ontario Ministry of Health and Long-Term Care. The intention of this multi-agency partnership is to prevent opioid overdose and save lives. In Middlesex-London, between 2008 and 2013, there were 146 fatal opioid overdoses.

Recommendation: Endorse

It was moved by Ms. Vanderheyden, seconded by Mr. Helmer that the Board of Health endorse the letter from Windsor-Essex County Board of Health re Naloxone Distribution Program. Carried
